fix: expose registration status endpoint - #45

Summary

add /auth/register/status for the registration screen bootstrap state
keep first-admin registration available when the instance has no users
cover registration status responses with focused tests

Verification

JAVA_HOME=/usr/lib/jvm/java-25-openjdk PATH=/usr/lib/jvm/java-25-openjdk/bin:$PATH ./gradlew clean check shadowJar --no-daemon
fresh-install browser validation: registration status returns available, first admin registration succeeds, and the app redirects to /import
