With the latest commit the no permissions error did not appear, and I began loading into online. Unfortunately this account was banned ~7 years ago, and therefore was not migrated to enhanced, so I was brought to migration. When I tried to migrate, I got an error "The GTA Online profile associated with this Rockstar games account is no longer eligible for migration at this time."

This may very well fully work for a migrated/new banned account, but sadly I cannot test for that.

Can't you just choose not to migrate and create a new character?
You obviously won't be able to migrate because your character data was deleted 7 years ago.
If the game forces you to migrate I'll look into disabling character migration for banned accounts.

Right, my bad, I was in a rush yesterday and gave up quickly after migration failed. I didn't think that data was deleted since I can still see characters and some basic data about them on the screen before migration.

When skipping migration, I go through the kickstart career thing where I spend 4m on whatever stuff, then start career and continue to online. I see loading into online in the bottom right for a bit, then my screen briefly flashes black before it changes to loading main menu and I am put back to the migrate/don't migrate screen. If I try to start again or restart my game, it just happens again.
