CASTÚO governed README review note — 2026-08-18

This PR carries the governed CASTÚO-SYSTEM read-model for the repository. It links the master architecture, COMP metamodel, capability packs, Incident Fabric, Evidence Graph, external gate execution pack and current checkpoint.

The block is intentionally evidence-scoped. It does not assert remote Security and quality = 0, Vault provider approval, field validation, commercial advantage, production restore or federation. Repository-specific README content remains authoritative outside the governed markers.

Review checklist: marker uniqueness, no duplicate block, no secrets/PII, links reachable, branch protected, checks visible, owner identified and mergeability reviewed. Any claim promotion requires its own provenance, evidence scope and gate result.
