CASTUO-SYSTEM official identity integration

This PR adds the controlled CASTÚO-SYSTEM identity surface to the repository README and a lightweight CI guard.

The logo is identity-only and is not evidence of production, certification, customer adoption, revenue, legal compliance, operational readiness or federation.

The change is intentionally isolated from operational claims and promotion state. Review the README block and workflow before merge.
