Integrate reviewed #190 (6500fdb) and #191 (a40ffd2) without changing either branch.
The integration commit retains both heads as parents and uses exactly #191's tree plus #190's two complete TUI files. Tree 0c92b908314bac410e4a1023d59bc083f4dd85b3, head a02c956, base c8ed261. The mailbox fix selects resource.id instead of delivery ID, preserves ordinary lists and rechecks current access; bounty tests cover six public lifecycle states and real signed CLI replay after restart. No extra production code changes beyond #190.
Run final combined eight-shard exact-node-ID gate, conformance, quality, build and installed deployment rehearsal before merge. Separate PR green runs do not substitute for this exact combined tree. #72 closes only after the concrete assertion map and successful final evidence; #82's broader scope remains open. No production deployment.
