Scope
Refs #81 #85; preserves #78/#82 read acceptance work. Follow-up to #176 with both #180 f304bcf and #181 70d46ce retained as ancestors. Neither source branch nor the shared integration branch was overwritten. The final tree keeps the new dual-locale integration gate and does not restore its superseded standalone pagination workflow/test.

New runtime fix
The shared request/offer/checkpoint/proposal list reader previously materialized all owned Resource IDs before applying limit. It now uses 128-row keyset batches with the actual last-scanned ID, a4096-candidate budget and the real monotonic execution deadline. Current Resource permissions, Revision reads, individually filtered relations, existing result shape and transitions remain unchanged. No schema/DDL/short-code or authorization expansion.
Tests create real signed work records on PostgreSQL, including129 immutable checkpoints, require bounded SQL, check exact current-database ordering and nonoverlapping continuations, exclude another owner's records and verify final empty pages. Eight additional deadline cases cover all four kinds before SQL and after the first batch but before content projection. Full authoritative row-value and no-outbound-effect evidence remains required.
Independently verified RED
Test-only commit dd441ea, tree a11375291937aab95531a3a7a8d9fa8a1e067c1a. Cloud run 36576545310, artifact 11038236899, ZIP SHA256 71adea8a6611c11fe1fd82f13900e0e48b224038b610ed66530bde3129198c12. Downloaded provider digest, source.json and actual JUnit checked independently: 15 cases / exactly5 missing-LIMIT failures /0 errors /0 skips; remaining10 existing collaboration/proposal cases pass. Failures retain exact observed SQL outside executor error redaction.
New runtime source blob edad323acf6e1014c55beb7a3355ea4a4475523b, SHA256 9e73a31f4c35017d9a32acca19b3ba077cdb7ae78d63e1b0522e6716087d5bd8, independently matched to reviewed text. Only the time import and list-record scan change in that file.
Integration state
New-head focused/full gates are triggered, not yet claimed GREEN. Historical #180 f304 dual-locale gate36575194515 has89/89 passing in each independently verified locale; #18170d lease gate36574831343 has14/14 passing. Those are not a substitute for this final combined tree's four-shard exact node-ID, conformance/tokenizer, package-build and applicable specialist checks.

All project execution is cloud CI. No production deployment, Root/PIN, money movement, real external delivery, backup destruction or recovery promotion.
