让 Python 和 Rust 的参数错误显示与 Node CLI 接近的完整上下文帮助
增加 Python PyPI Trusted Publisher 发布 workflow
补充 uv 构建、验证、OIDC 发布和精确标签规则
发布任务要求 python-v，并使用 GitHub environment pypi

验证

Python Ruff、格式检查和 19 个测试通过（2 个 Windows symlink 测试跳过）
Rust fmt、clippy、单元/集成/文档测试通过
Node、Python、Rust 三实现 conformance 通过
本轮未创建 Python 发布标签
