Roll the failed unpublished Windows candidate forward under the release runbook.\n\n- bumps the shared numeric version to 0.9.48\n- replaces the unpublished 0.9.47-alpha.1 changelog entry\n- scopes Windows backend lint allowances to platform-only dead/unused code warnings\n- validates changelog, Rust formatting, TypeScript typecheck, and diff hygiene\n\nThe prior 0.9.47-alpha.1 workflow failed before signing because Windows Clippy promoted existing platform-specific warnings to errors; no candidate bytes were published.
