Signed apply manifest

Citation: ca/policy/cra/td1-2026/provincial-territorial-personal-credits
Base commit: 7d4c20711aa19edddc430e61dfca043977788fbf
Axiom Encode run: https://github.com/TheAxiomFoundation/axiom-encode/actions/runs/29892172112

This draft PR was produced by the protected country-general signed-apply workflow. Review all RuleSpec and manifest changes before marking it ready.

Independent review finding (high): the generated companion test file is only [], deleting the prior 2026 tax-year case and all 72 parameter assertions. This leaves the replaced generated module without executable numeric regression coverage.

Required correction: regenerate through the protected signed pipeline with a non-empty companion test covering every generated rule and its grounded expected value. No manual policy or test YAML edits will be made.

Other review checks passed: all 72 proof excerpts appear in their cited child corpus bodies, no numeric formula/source mismatch was found, manifest applied-file hashes match, and the encoder commit is on main.

Superseded by #21. This earlier generated attempt did not preserve the complete companion snapshot and must not be merged.
