release: ship v1.10.0 decision records

What changed

• define Architecture, Program governance, Evidence classification, and Governance decision types with a practical creation test and procedure boundary
• add Governance Decision 0005 while preserving records 0001–0004, their identifiers, filenames, links, and history
• add examples, counterexamples, a shared index and sequence, maintainer workflow, supersession guidance, and research provenance
• make decision validation derive its types and index from the maintained guide and discover records dynamically
• synchronize v1.10.0 metadata, changelog, and release notes

Why

The repository distinguished several decision concerns but lacked a complete taxonomy, a clear boundary between durable rationale and routine procedure, and proportional validation. The validator also encoded release-specific assumptions instead of validating the maintained registry dynamically.

Impact

This is a backward-compatible maintainer workflow and validation improvement. Runtime skill content, activation and output behavior, safety and permission boundaries, fixtures, package formats, installation paths, and the conversation-only fallback are unchanged.

No exact private portfolio inventory or additional portfolio repository was named as an authorized source, so the release records that limitation and does not claim portfolio-wide adoption of the taxonomy.
