서버 비용 없이 정적 JSON 질문 은행에서 면접 문항을 뽑기 위한 순수 선택 로직. 앞선 과목·질문일수록 가중치를 크게 주고, 카테고리당 패널티로 영역 쏠림을 막아 고르게 분배한다. 단위 테스트 포함. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
