release-prep gains a CITATION.cff step and the main-ruleset merge path (full-test label, three required contexts, owner-bypass squash). release-tag signs the tag and records the Zenodo version DOI in CITATION.cff after the pipeline runs. The README DOI badge is removed; the History row keeps the concept DOI link.
