Add every changed Bead to the scope carrier
The embedded carrier declares only polylogue-inygw.1, but this commit also adds polylogue-x3qti and polylogue-77481. Because the carrier digest covers only assigned records, the merge gate can attest the closure while silently admitting two unrelated durable tracker mutations; include whole-Bead dispositions for both additions or move them to separately scoped changes.

Supply acceptance criteria for the new priority-2 Bead
This new open Bead has no acceptance_criteria field. Comparing collect_findings against the parent and current JSONL snapshots shows that this row introduces a missing-ac violation for polylogue-x3qti, so the required devtools lab policy bead-graph gate cannot pass for this delta; add concrete, verifiable acceptance criteria before shipping it.

PR #3943 merged the implementation and verification. The Bead close records the exact merged commit, focused tests, and quick-gate evidence while leaving the parent
polylogue-inygwopen for its independent base-authority and discovery requirements.Solution
Merged implementation: expose the existing dependency-only predicate from
devtools/pr_scope.pyand reuse it fromdevtools/merge_gate.py. Ordinary product PRs, spoofed actors, and extra files continue through the normal structured carrier path. The Bead state is updated in this bookkeeping PR.Verification
