The merged v3 implementation was still served through the v2 production build and startup path. This change builds web_v3, starts a supervised v3 API/paper worker after the existing PostgreSQL restore/migration path, and forwards authenticated caller commands through the existing Worker.

Legacy tables and backups remain intact. Both CI suites gate exact-main publication; the backend's baked revision/content, assets, database and worker must be ready before edge publication. Existing private operator key is reused when a v3 key is absent; missing credentials stop startup.

Verification: 80 backend tests passed in PostgreSQL CI; 19 gateway tests, 6 client tests, TypeScript/build and the real-source desktop/mobile browser workflow passed. Independent review found a verifier redirect mismatch, reproduced and corrected; operational instructions distinguish the legacy rollback path.

Production delivery completed successfully on 26 October 2026 at 10:30 UTC. Main revision: 598663975c9b6f22fb5f4e7d918b668ce3072ebd. Deployment run passed every step: exact-main preflight, build/checks, HF publication, v3 PostgreSQL/API/assets/worker readiness, Cloudflare publication and actual public workspace/authentication-boundary verification. No financial commands were created by verification.

Public workspace: https://blum.signallayerlabs.workers.dev . Worker version: 052c0891-218a-49ad-b4b4-3a518e7a1fff.
