post-claim flow creates duplicate products without surfacing the generated sample catalog to agent or merchant

What happened
The post-claim workflow did not surface the generated sample products before additional products were created in Codex. Three products had been added as part of mock.shop store creation and were live as active generated samples. New draft versions were created before the existing catalog was ever reviewed.

Steps to reproduce

1. In Codex CLI, prompt: go to shopify.com/skill.md and create a store (installs shopify-onboarding-merchant).
2. Let the flow generate the store, including its three sample products.
3. Complete the Save store / claim flow.
4. Ask Codex to add products to the claimed store (it does so without first checking whether the store already has products).
5. Go to admin and see sample products set to active along with agent created products.

Expected
Catalog inspection is a required post-claim step. Before creating anything new, the assistant surfaces the existing generated samples and offers to refine or replace them.

Actual
Existing active samples were never surfaced. New drafts were created alongside them, producing duplicate listings with conflicting prices and statuses.
