EB Recorder v0.3.1

This PR is the release candidate for EB Recorder v0.3.1.

User-facing changes

• selectable reuse of existing Enhanced Broadcasting audio encoders: Live, VOD, or Live + VOD
• VOD-aware UI based on current OBS output settings, with safe fallback to Live
• per-track Matroska BPS metadata after clean stops so Windows Explorer and compatible readers can show AAC bitrate
• source-tree INSTALL.cmd / UNINSTALL.cmd fixed
• English/Russian documentation and UI updated

Architecture / performance

• EB Recorder still creates no video or audio encoders
• local recording continues to reuse the active TOP EB video encoder and selected existing EB audio encoder(s)
• diagnostics UI remains on a 1-second coarse timer and now avoids repeated combo-model mutation when VOD availability is unchanged
• BPS finalization is metadata-only and runs after a clean stop; no remux/re-encode
• EBML parsing received an additional overflow guard

Validation

The final runtime candidate was smoke-tested successfully in OBS:

• VOD OFF → VOD choices disabled
• VOD ON → VOD / Live + VOD become available
• VOD disabled after a saved VOD choice → automatic fallback to Live
• Live recording starts/stops normally
• produced MKV plays normally
• Windows Explorer shows the expected ~160 kbps AAC bitrate after a clean stop
• no new EB Recorder errors/warnings observed
• no additional encode load observed

Release packaging

• product version bumped to 0.3.1
• internal production build revision remains r6.3
• release archive name is now derived from VERSION.txt
• added a Windows GitHub Actions release workflow using the VS 2026 windows-2025 runner
• after merge to main, the workflow builds the production ZIP, verifies SHA-256, uploads a CI artifact, and publishes GitHub Release v0.3.1 with the ZIP and checksum

The existing published v0.3.0 release notes remain unchanged.
