docs: expand repository agent guidelines

Summary

• add mandatory task branch and dedicated worktree guidance
• document Conventional Commit, dependency-boundary, and testing expectations
• require focused pull requests and extend the completion criteria

Why

Expressif.Syntax was missing repository guidance already established in Expressif and Expressif.LanguageServer. This aligns their shared development workflow while keeping language-server-specific architecture and LSP rules out of the syntax repository.

• dotnet build Expressif.Syntax.sln --nologo attempted; blocked because the Tree-sitter CLI is unavailable
• npm ci attempted to install the locked CLI dependency; blocked by the existing native build configuration missing Release|Win32
