Every PR's CI has failed since #3983. Repository gates has timeout-minutes: 15. Its bazel build --config=ci //:rustfmt_check step runs the crate_universe splice, which now clones asupersync's git history from scratch (about 1 GB). On run 116310211860 the step started at 07:57:28 and was cancelled at 08:05:09, the 15-minute mark, with git-remote-https still running. Clippy, the Test Linux shards, Dashboard, Feature gates and the shipped build all depend on that job, so they were skipped, and the aggregate Test Linux check failed.

This raises the job's limit to 30 minutes so CI unblocks now. A follow-up will make the fetch itself cheap; the git pin goes away entirely once asupersync 0.6.0 is published (a daily scheduled check swaps it in).

Devin Review

Since asupersync became a git dependency (#3983), the rustfmt build's crate_universe splice clones its full history on every run. On a hosted runner that ran past the job's 15-minute limit, the job was cancelled mid-fetch, and every job that needs it was skipped, so Test Linux failed on every PR.

The shallow fetch should bring the splice well under 15 minutes, but no CI run has confirmed it yet. Keep #4017's limit until one does.
