Hauler currently allocates every pool lane on each wakeup, even when no eligible PR work remains. Add one read-only planning job and allocate only the returned lanes through GitHub’s dynamic matrix. Empty plans allocate no heavy workers.
All four Action modes use reviewed commit
64956063446174b9f0989eecfb46ef0dcc9d5277from ScriptedAlchemy/cargo-hauler#344. The planner uses read-only permissions. Existing worker concurrency, runner architecture, test recipe, token isolation and drain revalidation remain intact. In-progress recovery stays conservative, so a planned successor can still become empty before it acquires its lane.Validation:

Cargo Hauler’s full local gate and all 50 Action tests pass, with the existing Docker integration opt-in skipped. Hosted verification and safe policy cutover are pending.The pinned Action also retires well-formed older-policy queued checks when the latest exact-head CI attempt explicitly chooses native ownership. Cancellation revalidates the head, receipt and queued check under the lane lock. Running checks and old-policy delegated work are preserved; planning and enqueue do not cancel checks.
