Cause: this is a stale pin. #2517 (a0b5987) intentionally changed Work/Workflow --json refusals: they still print the envelope, then exit 1 through the typed refusal. From its body: "--json printed the problem and exited 0. Both modes now exit 1 through the same typed refusal". The built binary does exactly that:
