chore(deps): move agent-bundle to pkg.pr.new b4e38409f4

[ScriptedAlchemy]

Bumps the agent-bundle pkg.pr.new preview pin from 4f62216f30 to b4e38409f4 (adds agent-bundle #861: generated executables no longer ship bundled dependencies' comments; no API changes). Regenerated package-lock.json and rebuilt the committed artifact/.

Local gate: npm run check (validate, typecheck, 20/20 tests, validate:artifact, packed smoke with doctor 0 errors) passed.
