ci: expose the hidden npm publication result

The 0.10.0 workflow's Changesets step reported a successful publish, but the registry guard correctly failed because npm has no such version. Changesets captures the child npm output, hiding the underlying result.

Keep the existing Changesets/OIDC publishing path and registry guard. On workflow failure, expose only npm command, runtime, status and error records from the publish step's dedicated log directory; do not print config or authentication records. Regenerated the source manifest.

Validation: build and release-config tests passed. This workflow-only change does not alter the shipped source surface.
