The only modified changeset still names create-agent-bundle, so changeset version will not bump or publish @agent-bundle/runtime with this new peer constraint; the documented ^4.6.4 floor would therefore be absent from the next runtime release. Restore the unrelated #808 changeset and add this PR's single changeset naming @agent-bundle/runtime as a pre-1.0 minor (and the other affected publishable packages as appropriate).

Supersedes #816 (dependabot zod 4.5.4 -> 4.6.4), which failed the runtime's declared-floor test.
Zod 4 brands schema types by minor, so the whole workspace moves to one version and
@agent-bundle/runtimeraises its declaredzodpeer to^4.6.4(breaking for consumers below 4.6.4). The runtime dev pin moves to4.6.4so the floor stays tested (manifest-contract.test.ts);packed-zod-peer.test.tsstill proves a consumerzod@4.6.5shares one physical copy and that a nested 4.5.x copy reproduces the brand error.Local gate (branch contains current origin/main 18a913e)
