build(deps-dev): bump @effect/tsgo from 0.41.0 to 0.45.0

Landing this standalone instead of in the Effect RC re-pin. The re-pin is blocked by effect-rstest (draft #832), and @effect/tsgo detects the Effect major version rather than pinning an RC, so it doesn't need to move in lockstep.

Pushed on top of the dependabot commit:

• merged current origin/main (b0b131b);
• removed the stale minimumReleaseAgeExclude entries for @effect/tsgo@0.39.0 from pnpm-workspace.yaml (nothing pins 0.39.0);
• docs/effect-conventions.md: took @effect/tsgo out of the Effect lockstep row and recorded the effect-rstest / rc.113 FastCheck blocker.

No changeset: devDependency-only bump in the private root package.

Re-run after main moved to f1db114 (#825 remove-tree lint, #826 doc em-dash cleanup). Merged it in; the only conflict was the effect row in docs/effect-conventions.md, resolved by re-applying the same two row edits to #826's wording. On HEAD c36c437: pnpm build, pnpm typecheck, and pnpm lint pass; pnpm test:unit passes (311 files, 4488 passed, 6 skipped). Packed tests were not re-run because the new commits touch no package source. CI on 5ad838d: all 21 jobs passed; only the aggregate "Verify gate" job was still queued for a runner.

Independent review (change-risk-reviewer, GPT-5.6): no blocking or should-fix findings. Nothing in scripts, CI, or package scripts invokes effect-tsgo. No minimumReleaseAge is configured anywhere, so dropping the excludes is safe. The doc statements were checked against the pins and the vendored ARBITRARY-MIGRATION.md. The reviewer's only condition, a green unit run, is met above.
