Owner approval and scope

The repository owner explicitly approved shipping the complete AGENTS.md / CLAUDE.md governance rewrite from local commit 6689a5048843a6f60bea580fcda207473ced9476 as this standalone PR.

Only AGENTS.md and CLAUDE.md are changed. This is instruction-only: no Skills, examples, website files, package files, or changeset are included.

Deliberate policy reversals

• Add concise scope/completion guidance and continue independent work only within the authorized request.
• Replace delete-on-sight and text-match-only dead-code decisions with production-reachability-aware cleanup, including dynamic loading and public entrypoints.
• Scope instruction-only verification to syntax, links, and relevant guidance rendering/packaging instead of rebuilding unrelated applications.
• Retain substantive integration-base diff review while removing mandatory deslop edit counts and fixed self-review transcript formats.
• Read vendored Effect references conditionally for unfamiliar behavior instead of blanket-reading them before routine work.
• Require merge authorization explicitly while retaining thread resolution, squash-merge, red-CI, and post-merge recovery duties.

Preserved hard invariants and review fixes

• Preserve canonical security/trust-boundary helpers and checks, one-definition error identity, docs locale parity, generated-doc ownership, changeset rules, self-contained generated executables, and the local merge gate.
• Clarify AB6005: only Node built-ins, pnpapi, and emitted siblings may remain external; imports supplied through the author's tools hatch remain subject to AB6005 and may not escape bundling.
• Preserve emitted-module walk coverage for every module in a build using the author's tools hatch.
• Restore the unambiguous requirement to run the code-change gate on a branch containing current origin/main.
• Make the different-model / no-Grok review rule unambiguous and repair the paragraph wrapping, including the prior 121-column CI line.
• Keep CLAUDE.md as a short pointer to the single policy source in AGENTS.md.

Independent pre-edit review

Five focused read-only reviews covered scope/autonomy, reachability/code hygiene, compiler self-containment, docs/changesets/releases, and PR/reviewer/CI workflow before editing. Accepted findings are reflected above. Suggestions to add new stop conditions or redefine website edits were not adopted because they expand policy beyond the approved source; the existing website-specific gate remains authoritative.

Validation

• Changed-path check: exactly AGENTS.md and CLAUDE.md; no .changeset/**
• Parsed both files with remark-parse + remark-gfm; both parsed successfully
• Resolved the local CLAUDE.md → AGENTS.md link
• Fetched https://scriptedalchemy.github.io/agent-bundle/ successfully
• Confirmed neither file contains YAML frontmatter
• Searched repository scripts/configuration for a root guidance renderer/packager; none applies to these files, so no unrelated application build was run

Review dispositions

• First automatic Codex review completed on 606168f with no inline findings; no fix or second Codex request was needed.
• Final independent Fable review against current base 2b7f821 found no critical defects. Its warning to require an independent reviewer for every instruction-only PR was not adopted because Before merging code changes is the exact owner-approved 6689a5 scope; broadening it would add policy outside this PR's authorization. This PR's independent reviews were required separately by the owner directive.
• The AB6005 wording remains as explicitly required: the preceding allowlist controls which imports may remain external, and the tools hatch cannot bypass that rule.
• The noted local-gate soft wrap is cosmetic; the requested 121-column CI line and no-Grok paragraph break are fixed, and the longest newly added line is 84 columns.
• GitHub review threads: none at the time of this update.
