Final-sweep verification of the Changesets/PR process infrastructure on main found one documentation gap: AGENTS.md "Pull requests" carries the @codex review re-request and head-SHA confirmation rule but not the quota fallback every lane applied tonight (connector answers usage limits reached → record last-reviewed / unreviewed SHAs in the PR body and merge on green CI). This PR adds that bullet.
Verified as already complete on main (no change needed): .changeset/config.json (private packages ignored via ignore + privatePackages, baseBranch: main, tests/** exempt), .github/workflows/changeset.yml (Changeset present check with the skip-changeset label path and the release-branch exemption scoped to this repository), .github/workflows/release.yml (changesets/action@v2, publish-script empty unless AGENT_BUNDLE_NPM_PUBLISH=true and NPM_TOKEN set — publishing gated off by default; release gates run on the Version Packages merge), .changeset/README.md conventions, and the skip-changeset label.
Two gaps that no PR can close (repository settings; reported to the maintainer in the sweep report): main has no branch protection or ruleset, so Changeset present is not a required check; and CHANGESETS_GITHUB_TOKEN is not set, so the Version Packages PR (#411) gets no PR CI (documented fallback: close/reopen).
