This pull request fixes a bug preventing purchases from being deleted and introduces soft delete support for purchases and allocations. It also includes several dependency updates.

Bug Fixes:

  • Fixed an error when deleting a purchase that had an associated purchase process. Deleting a purchase was failing with a foreign key constraint violation on `PurchaseProcess_purchaseId_fkey`. (#690 Fix Unable To Delete Purchase #691)

Data Model:

  • Converted `Purchase` and `Allocation` to soft deletes by adding a `deletedAt` field, consistent with the rest of the data model. All service queries have been updated to filter out soft-deleted records across purchases, allocations, allocation groups, designations, dashboard, and year comparison views.
