Circle CLI floor 1.1.1 -> 1.1.4 (#198): Circle's wallet-operations backend rejects 1.1.2/1.1.3, so selat init/doctor now catch and upgrade stale installs at the real floor instead of failing mid-read. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>
