Description

This PR adds a animated CSS Scale-Hover Carousel designed for creative portfolio layouts.

The component demonstrates how smooth hover interactions can be implemented using modern CSS without relying on JavaScript while remaining responsive, keyboard accessible, and customizable through CSS Custom Properties.
