[Feature]: Revision poll macro #15

Problem or Use Case

Making revision polls is a real pain in the butt. It requires pinging active devs, linking the set page and linking the proposal post in the forum. Despite there being a template to cut and paste, it's not uncommon for polls to get screwed up due to discord issues.

Proposed Solution

Add a command that will post a typical revision poll, formatted correctly with some syntax such as:

/revpoll activedev, setpagelink, discussionpostlink

Example: /revpoll lohankain, https://retroachievements.org/game/602, https://retroachievements.org/forums/topic/5250?comment=297018#297018

Many sets to be revised do not have active authors, so there'd need to be a "no active dev" case.
