Closes #114

Any wheel movement dropped bottom following, including one the transcript could not act on. Rolling down while already at the bottom — how someone checks they are there — left the adjustment value untouched, so value-changed never fired and the branch in on_scroll_adjustment_changed that puts following back never ran. From then on new output no longer scrolled into view even though the viewport was sitting at the bottom.

Rolling up against the top of a short chat had the same effect for the same reason.

Following is now released only on an upward wheel with room above to travel.
