Any wheel movement dropped bottom following, including one the transcript could not act on. Rolling down while already at the bottom -- how someone checks they are there -- left the value untouched, so the signal that puts following back never arrived and new output stopped arriving on screen. value-changednever fired and the branch inon_scroll_adjustment_changedthat puts following back never ran. From then on new output no longer scrolled into view even though the viewport was sitting at the bottom.Rolling up against the top of a short chat had the same effect for the same reason.
Following is now released only on an upward wheel with room above to travel.
