Creating a OneDrive/Google Drive/Dropbox destination with a token from rclone authorize timed out: rclone's default is to refresh the token, which starts a browser sign-in the box cannot complete. CreateDestination now passes config_refresh_token=false when a token is given and the caller did not choose. For ReCasaOS/CasaOS#7.

A OneDrive, Google Drive or Dropbox destination is given the token
rclone authorize printed on a computer with a browser. rclone's default
is to refresh it, which starts its own sign-in and waits for a browser
the box does not have, so creating the destination timed out
(ReCasaOS/CasaOS#7). A destination given a token now says
config_refresh_token=false, unless the caller chose otherwise.
