Summary by cubic

Upgrade golang.org/x/crypto to v0.52.0 in the root module and util/vecgen, and raise the Go version to 1.25.0. Builds that previously worked with Go 1.20 (root) and 1.24 (util/vecgen) now require Go 1.25.0.

• Requires Go 1.25.0 for both modules; update CI images and local toolchains. The toolchain go1.24.11 directive in util/vecgen/go.mod is removed.
• Indirect bumps: golang.org/x/sys → v0.45.0 and golang.org/x/term → v0.43.0. Run smoke tests for crypto-dependent paths.
