itd-80 gains its ## SOTA declaration — the first intent to carry one, dogfooding the sota-per-intent principle. It records Path 2 on every axis (a native floor with a seam to a mature external, no new dependency) across the spec store, the fidelity review, and async ingestion — the artifact that makes why the build proceeds without a dependency hard stop auditable after the fact.

Also starts a run-learnings note capturing:

  • the auto-pick-up-merged-PRs workflow gap (after a manual merge, the loop should prune the merged branch, rebase the follow-on onto the new main, and re-test — currently manual);
  • duplication pressure under subagent implementation (primitives get re-copied; one-canonical-primitive had to be enforced per phase).

Docs-only; no code change.
