SOTA-researched design plan for the intent-lifecycle automation, recorded for later execution; adds iss-64 for the rules-injection seam follow-up (native floor plus opt-in external, per adr-22). record-lint green.

Records the intent-lifecycle automation as a SOTA-researched design plan for
later execution (native minimal spec store + intent verb family + reconcile +
host-delegated fidelity reviewer). Distils the sota-researcher verdict:
directory-as-truth with os.Rename, ID-anchored spec-authoritative link,
per-criterion 4-value verdicts with report-not-block, outbox/inbox receipt
ingestion, and a VSA-shaped verdict envelope. Names the two gaps to close (cited
evidence per verdict; pinned judge/prompt/rubric hashes) and the steel-thread
first slice with explicit deferrals.

Frames the whole thing under adr-22: a native floor + an easy opt-in to a better
external tool. Captures the sibling application as iss-64 — make rule injection a
seam (native Go loader as the floor, opt-in CARL backend), the second half of
the abcd philosophy that itd-3's "reject CARL as a dependency" only stated once.
