OpenAI Codex; the exact runtime model identifier is not exposed by this session.

What changed

High-risk PRs currently require the owner label even after a formal bot approval. Accept either owner-approved or the latest submitted coderabbitai[bot] review when it is APPROVED and its commit_id matches the current PR head. API errors and unknown review metadata fail closed.

  • Add validated CodeRabbit settings and repository-specific path instructions.
  • Clarify that only the owner or an explicitly authorized reviewer may apply owner-approved; coding agents must never apply it to their own PRs.
  • Re-evaluate submitted, edited and dismissed reviews through an unprivileged signal and a trusted default-branch evaluator; never check out PR code.
  • On high-risk PR opened/synchronize events, request @coderabbitai review below ten stars, deduplicated by a hidden per-head marker. Only the comment job has issues: write.

How verified

CodeRabbit YAML passed the current official JSON Schema. Whitespace checks passed. Both workflows passed actionlint; 39 simulated scenarios passed (node test-workflows.cjs in the local rollout validation workspace), covering review state/SHA/identity, API failures, races, risk classification, star thresholds and comment deduplication. Application builds and runtime tests were not run because this change only affects review configuration, governance workflows and agent guidance. Remote CI is reported separately; no real account, portal, Telegram, carrier, SMTP, cloud deployment or trading operation was used.

Risk and rollback

The gate changes approval policy; a bot comment/check alone never passes it. The existing default-branch gate remains authoritative until merge, so this PR may require owner action under that policy. Review-event delivery and status publication remain asynchronous: an Actions outage cannot synchronously revoke an old commit status. No owner-approved label, branch protection, ruleset, deployment or runtime configuration is changed. Revert the governance/configuration change to restore the previous policy.

Summary by CodeRabbit

  • Changes
    • High-risk pull requests now require an approval from the current revision before they can pass the review gate, unless marked with the owner-approved label.
    • Eligible high-risk, non-draft pull requests may receive an automated review request.
    • Only the repository owner or a reviewer explicitly authorized by the owner may apply the owner-approved label.

Walkthrough

The changes add repository review instructions, a workflow that signals pull-request review events, and risk-gate checks that use CodeRabbit review state. The risk-gate workflow also requests CodeRabbit reviews for eligible high-risk pull requests.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.

The queue-marker deduplication accepts marker text from any PR commenter, unlike the preceding check that verifies the github-actions bot. An untrusted comment may suppress the automated review request.

The job skips its CodeRabbit request even though no queue attempt need exist.

This can occur when: Someone who can comment on a high-risk PR posts a comment containing <!-- coderabbit-queue::attempt- before the request job checks comments.

Keep the stale success status from surviving a dismissed CodeRabbit approval.

When a review-signal run finds more than 256 open PRs, targets throws at .github/workflows/risk-gate.yml:42. The evaluate job is skipped, so no status is written. A dismissed CodeRabbit approval then leaves the earlier risk-gate success on the head commit. Split the open PR list into matrices of at most 256 entries so every open PR is evaluated.

As per path instructions, .github/**: "Only the latest submitted coderabbitai[bot] review may authorize the current head, and only when APPROVED with a matching commit_id."

Check who applied owner-approved before the risk gate passes the PR.

The risk gate passes a high-risk PR when the owner-approved label exists, and it does not check who applied the label. The base branch checked the labeling event's actor against the owner. This change removed that check. Users with triage access can apply labels, so a non-authorized user can publish a passing risk-gate status without owner or CodeRabbit approval.

As per path instructions, "Only the owner or a reviewer explicitly authorized by the owner may apply the owner-approved label; coding agents must never apply it to their own PRs." The head gate does not enforce this rule.
