[Feature]: reduce default nomadnet announce interval from 15 minutes to 60

Problem or use case

Just realized you could actually click the various nomadnet hosting instances - and saw the default announce was set to 15 minutes.

Every hour is already considered overkill, but would be a much better place to start, as 99% of newbies won't even realize their announces are going out every 15minute or know how or if to change the setting.

Proposed solution

make the default 60m. Also for the sake of the network, force existing servers set to default to go to 1h instead of 15m

Agreed, should have done this a while ago. I will follow what NomadNet and Sideband do which is 6 hours.
