Add Notify Developers workspace and Home notification reference

Notify now has an always-available Developers tab with an English reference for Home notification permissions, sanitized summaries, privacy, revision-safe mutations, settings approval and bridge examples. The manager retains its selected app/rules across workspace changes; section links and Home Back/Forward preserve app, host parameters and fragments. Section navigation brings the reading pane into view on phones and at Huge text size.

Notify remains Qortium QDN only, with no Qortal app integration. Version: 1.5.6. The tab label is translated for all supported Home languages; the reference body stays English/LTR and follows Home appearance. Action/event/version and identity-batch examples use the existing adapter constants.

Validation:

• Checked GitHub dependencies first: no open Dependabot PRs; local main and origin/main matched at ae3aa5531b2a59d68021a7249088e283eeeb7b90.
• npm ci, 115 tests passed, production TypeScript/Vite build, and git diff --check passed. All four GitHub checks are green at 241cd126ec395f0d6d2e46eb1235e252d4d83c74 (CI and CodeQL).
• Actual isolated desktop Home 2.1 beta.1 with merged compatibility fixes, plus physical Android 13 running the Home compatibility APK: unpublished candidate assets through a local read-only Core proxy, real Home bridge/permission approval and summary reads.
• 24 desktop and 12 phone appearance cases (Classic/Modern/Fun, Light/Dark, Medium/Huge), no horizontal overflow; Home section/workspace Back/Forward, clipboard, selected app and parameters preserved. English/LTR reference under Arabic Home appearance and standalone browser verified.
• Real desktop manager mute/unmute, cancellation, selected-rule removal and revoke passed using synthetic rules in an isolated profile. Phone notification rules were untouched. Home settings denial/approval and restoration passed on both; temporary phone manager permission and node selection restored.
• Independent Claude Sonnet/high static review found no actionable regression. Parent verified Home contract limits/errors directly; reviewer could not access that separate repo or run tests in its sandbox.

Merged and published after owner approval on 2026-09-09. These checks cover the manager and reference, not end-to-end producer notification delivery.

Release verification (2026-09-09): merged as 616d50c9cf5d1ebb4dba54945b39ce12c4ad6a78; merged-main workflows passed. All 99 rebuilt files match the reviewed candidate. Notify 1.5.6 published to Qortium APP/Notify/Notify; transaction 4BpJLpWVpbm7ZS8DsV7WDhhB2LnFQKeiF9HQQdh5MM8Rn4A27jghM55yPvsiZk7ajzuAi5QFBmVPSEkksVJuSiiy, observed block 123700. Local Core and both public seeds are READY with the new signature and 99/99 matching served files each. Published desktop/physical Android reference, appearance, clipboard, history, permission/read and global-settings checks passed; temporary permissions/settings restored. One immediate Android read during a history/workspace transition hit Home's launch-resource guard, then succeeded on the next read; full extra checks also passed after reload. No Qortal publication or app integration.
