Align all workspace package versions with game-components v3.2.0. This PR changes package metadata only; the release includes host-owned metagame APIs, the new_game view and encoding improvements merged since v3.1.0.
Validation: the complete workspace builds, workspace formatting passes, all PR CI checks pass and both automated reviews report LGTM. Budokan resolves these packages as v3.2.0 and passes 360 tests with 2 existing skips. All four production release class hashes and CASM sizes match the previous validated candidate. Bracket/viewer validation and tag publication follow separately.
Release notes explicitly document the required new_game method for game interface implementers and the absence of that selector on older deployed games.
