This records C3's registration, as C2 did after its own. It adds a note above the frozen section with the merge commit of #52, the section hash and how to audit both from the annotated tag c3-preregistration. The tag now exists at bd6fdbb.

No frozen bytes change. C3's and C2's hashes still verify, and no source file, input or result moves.

Add the record C2 keeps beside its frozen section: the merge commit, the
section hash and how to audit them from the annotated tag. The frozen
bytes do not change.

Audit at head 5ec0cbb670f4f4ccc8aee22ae98726ac018bf9ba. GPT-6.1 Sol review 20261101-114720-tl-c3-record approved this head after checking every fact in the note against the remote and running its audit recipe. gh pr checks exits 0, GitHub reports the PR as mergeable, and C2's and C3's frozen bytes match main. The note carries out the follow-up record named in the d2247 decision brief, and it changes no rule, input or result.
