Annual Medicaid LTC home-equity screen applies the federal maximum in every state #9895

Description

@MaxGhenis

is_medicaid_long_term_care_home_equity_eligible (policyengine_us/variables/gov/hhs/medicaid/eligibility/is_medicaid_long_term_care_home_equity_eligible.py:19-23) compares non-agricultural home equity with gov.hhs.medicaid.eligibility.long_term_care.home_equity.limit in every state. That parameter is the federal maximum ($1,130,000 in 2026).

42 USC 1396p(f)(1)(B) lets each state elect a limit between the federal minimum and that maximum. Some states use the minimum ($752,000 in 2026, per the April 27, 2026 CMCS bulletin):

  • Texas: MEPD Appendix XXXI, "Substantial home equity — $752,000".
  • Delaware: DSSM 20320.7.B and 20320.7.E, which track the CPI-indexed federal minimum.
  • Washington: elects the maximum (WAC 182-513-1350(8)(c)).

Example. A Texas or Delaware long-term care recipient with $900,000 of home equity passes the annual variable, but state law bars LTSS payment.

The annual variable feeds is_medicaid_long_term_care_eligible. A fix therefore changes existing Medicaid outputs, so it needs its own impact analysis rather than being folded into #9184.

What #9184 already adds:

  • the indexed federal minimum, gov.hhs.medicaid.eligibility.long_term_care.home_equity.minimum_limit;
  • a monthly opt-in screen, medicaid_ltss_home_equity_eligible, that applies the TX/DE/WA elections.

Remaining work:

  • Add a per-state election, with sources for each state.
  • Point the annual variable at that election.
  • Run the main-vs-branch impact.
