South Carolina OSS: require SSI's citizen or qualified-noncitizen test (S.C. Code Regs. 126-920) #10545

Open

Description

@hua7450

Problem

South Carolina's Optional State Supplementation requires the person to meet SSI's eligibility criteria (S.C. Code Regs. 126-920(A)(4)-(5)). sc_ssi_state_supplement_eligible has no SSI citizen or qualified-noncitizen test.

The example below is from the review of #10240. An undocumented aged resident of a community residential care facility, with a $900 a month pension:

Branch OSS
main $1,804
#10240 $924 (the pension now counts)
The regulation $0

Proposed fix

Require citizenship or SSI qualified-noncitizen status (is_ssi_qualified_noncitizen) in sc_ssi_state_supplement_eligible, the same as SSI's own test. Then add a case with an undocumented resident who gets $0.
