New Hampshire FANF: the grant is not rounded down to whole dollars, and grants under $10 are paid (He-W 670.03(b)(3)-(5)) #10517

Open

Description

@PavelMakarchuk

Summary

New Hampshire rounds the monthly FANF grant down to a whole dollar and pays no grant under $10. nh_fanf applies neither rule: it pays, for example, $582.50 where the rule gives $582, and $5.50 where the rule gives $0.

The minimum is a whole-dollar amount, so floor(grant) ≥ $10 exactly when grant ≥ $10: the order of the two rules does not change who gets paid, and the rounding changes only the cents. (This differs from South Carolina in #10497, where the need standard is rounded before the subtraction.) Mississippi has the same two rules; its rounding is part of #10269's formula and its $10 minimum is in #10258, so it is not repeated here.

New Hampshire FANF

N.H. Admin. Rules He-W 670.03(b) (source note: "ss by #13308, eff 12-17-21"):

(1) If the assistance group is found eligible and the net income amount is less than the payment standard, the difference between the 2 amounts shall equal the FANF grant amount;
(2) The grant shall be a monthly dollar amount;
(3) If the grant amount ends in: a. $0.01-$.99, it shall be rounded down to the nearest dollar; or b. Ends in zero cents, the result shall be the actual monthly grant;
(4) The minimum authorized monthly FANF grant amount before any adjustments shall be equal to $10 or more;
(5) No payment shall be made if the amount of the FANF grant before any adjustments is less than $10 in accordance with 45 CFR 233.20 (a)(3)(viii)(C); ...

nh_fanf.py returns min_(max_(payment_standard - countable_income, 0), payment_standard). The payment standard is 60% of the annual FPG divided by 12 (RSA 167:77-g), so it has cents in some years: $1,332.50 for 3 people in 2025 ($1,366.00 in 2026). Countable income has cents when a disregard or a monthly conversion gives them.

Reproduction (PE-US main 86b04f3): New Hampshire, a parent (30) and two children (5 and 8), unemployment compensation only, no assets, January 2025.

Countable income Payment standard PE nh_fanf He-W 670.03(b)
750.00 1,332.50 582.50 582
1,327.00 1,332.50 5.50 0 (under $10)
1,322.50 1,332.50 10.00 10

He-W 670.03(b)(6) (an adjusted grant over $2.00 is issued) concerns recoupments and other adjustments, which PolicyEngine does not model.

Suggested fix

  1. New Hampshire: add gov.states.nh.dhhs.fanf.minimum_grant ($10, He-W 670.03(b)(4)-(5)). In nh_fanf, take np.floor of max_(payment_standard - countable_income, 0), and return 0 when the result is under the minimum. Do not round the payment standard itself; the rule rounds the grant.
  2. Tests that pin fractional grants move to whole dollars. Fix New Hampshire FANF earned income disregards (50% for recipients and every benefit, 20% only for the applicant test) and require net income below the payment standard #10251 (NH, approved) pins Case 16 at 582.50 and Case 20 at 384.50; under (b)(3) they are 582 and 384. DTrim99's review of Fix New Hampshire FANF earned income disregards (50% for recipients and every benefit, 20% only for the applicant test) and require net income below the payment standard #10251 (suggestion 1) asked for this follow-up issue.
