Summary

Two state payroll contributions started on July 1, but their annual formulas read the parameter on January 1:

Parameter Entries on main Start (source below) Effect on main
gov.states.or.tax.payroll.statewide_transit.employee_rate 2018-07-01: 0.001 only July 1, 2018 0.1% in 2015–2017 and in all of 2018
gov.states.vt.tax.payroll.child_care.employee_rate / .employer_rate 0000-01-01: 0, 2024-07-01: 0.0011 / 0.0033 July 1, 2024 0 in all of 2024
  • Oregon: the parameter has no entry before July 1, 2018. backdate_parameters (policyengine_us/tools/parameters.py) extends the earliest value back to 2015-01-01, so the tax applies from 2015.
  • Vermont: the explicit zero is in effect on January 1, 2024, so an annual period gets nothing for July–December 2024.

#10154 handles the same situation for WA Cares (July 1, 2023): wa_employee_long_term_care_contribution averages the rate in effect in each month of the year. That method would give half-year amounts for Oregon in 2018 and Vermont in 2024.

OR or_employee_statewide_transit_tax 2015–2017 50.00 0
OR or_employee_statewide_transit_tax 2018 50.00 25.00 (50,000 × 0.1% × 6/12)
OR or_employee_statewide_transit_tax 2019 50.00 50.00 (correct)
VT vt_employee_child_care_contribution 2024 0 27.50 (50,000 × 0.11% × 6/12)
VT vt_employer_child_care_contribution 2024 0 82.50 (50,000 × 0.33% × 6/12)
VT vt_employee_child_care_contribution 2025 55.00 55.00 (correct)

The half-year amounts assume wages accrue evenly over the year, as in #10154. The Vermont employee amount assumes the employer withholds the maximum quarter share, as PE already does.
