Give the UC LCWRA and carer elements and the work allowance on the claimants' circumstances only

+- Give the Universal Credit LCWRA element, carer element and work allowance on the claimants' own circumstances (UC Regs 2013 regs 27(1), 29(1), 22(1)(b)), not a dependant's: a disabled child no longer adds the LCWRA element, and a child or qualifying young person who cares no longer adds the carer element. The work allowance still counts the other member of a single claim by a member of a couple (reg 22(3)). Joint claimants who both have limited capability get one LCWRA element (reg 27(4)). Each claimant who is a carer gets a carer element, but carers of the same severely disabled person get one between them (reg 29(2)-(3)). A carer with the LCWRA element does not also get the carer element (reg 29(4)). `receives_uc_carer_element` follows the claimant the carer element is included for, and the disability basic income reform's LCWRA route needs a claimant with limited capability on a UC award.
