Add overseas and other real estate components and correct household land accounting #2577

The companion to PolicyEngine/policyengine-uk-data#543 (stacked on data #501) needs overseas_property_value and other_property_value household stock inputs, worldwide gross property wealth from components, UK land counted once with overseas holdings excluded, and means-tested capital routing compatible with #1969 and merged #1974. Preserve current-main residential house-price uprating and transaction-based purchases. Coordinate the model and data releases; production impact remains unmeasured until the component data release and rebuild exist.
