Evaluate claims_all_entitled_benefits separately for each family #2393

Closed

Description

@MaxGhenis

The claims_all_entitled_benefits formula reduces seven reported-benefit arrays across the entire simulation. One benefit unit reporting a benefit therefore disables the flag for unrelated non-reporting benefit units, including other families in the same household.

Evaluate the £1 reported-benefit threshold separately for each benefit unit. Preserve Max's 12 October 2026 ruling d1390: Council Tax Reduction defaults explicitly to reported CTR only; an explicit would_claim_council_tax_reduction input may enable an entitled non-reporter. The calibrated data column remains tracked separately in PolicyEngine/policyengine-uk-data#448.

Implementation and regression coverage are in #1831. This issue tracks the model vectorisation and interim CTR default only; it does not close the data-column work or the broader pipeline tracker.
