Pension Age Winter Heating Payment is missing from household and HBAI income #2313
pawhp (the Pension Age Winter Heating Payment, paid in Scotland in place of the Winter Fuel Payment) is in gov_spending but not in household_benefits, hbai_household_net_income or hbai_benefits. All three count winter_fuel_allowance. #1000 (merged 5 December 2024) stopped paying winter_fuel_allowance in Scotland and added pawhp to gov_spending only. Since then, Scottish pensioners' winter heating payment has counted as government spending but has not reached household net income or HBAI income.
On main (6d89338ab), with the Enhanced FRS 2024-25, the omitted payment is £34.7m in 2024 and £201m to £226m a year in 2025-30.
The disable_simulated_benefits reform also cannot run, so the reported winter heating payment (FRS benefit code 62, loaded into winter_fuel_allowance_reported for every country) is never split between the two schemes.
