Reconcile regional Census family-type targets under Max ruling d1932 with exact signed proportional adjustments, an independent positive-to-one-parent sensitivity, deterministic receipts and region masks. Keep all 51 targets parked pending the G8-r3b Census family classifier.

with sizes eight and above sharing the final category.

**d1932 signed family reconciliation, 24 October 2026.** Census family-type
counts in each region are scaled to that region's published family total. The
published type counts and family totals are independently rounded to base 3,
so their sums need not agree; the observed regional gaps are at most 3
families, and the scaling is a modelling adjustment for that rounding noise,
not an observed category (Max ruling d1932). The
declared policy in `build/nz/family_reconciliation.json` admits an absolute
discrepancy of at most 3 families **or** a discrepancy of at most 0.1% of the
stated type leaves. Region 99's +3 is 2.0% of its published family total
(2.04% of its stated leaves), so it passes the absolute bound alone.

The central `family_discrepancy` profile scales all three published type
counts by the exact regional family-total / type-leaf-sum ratio. The independent
`family_discrepancy_positive_to_type3` sensitivity gives positive discrepancies
entirely to one-parent families (type 3) and retains central proportional
reconciliation for zero and negative discrepancies. Both profiles close exactly
to the same regional family total. Each then applies one exact June 2025 /
June 2023 ERP ratio; region 99 uses the disclosed national proxy
5,324,700 / 5,200,000. Source geography vintage remains `unstated`.

There are five +3 and five −3 discrepancies, totaling +15 and −15, net zero.
Regional published type sums differ from the independent national type facts
by +3, −6 and +3 respectively. Published leaves, regional family totals and
independent national facts remain diagnostic; only the existing 51 regional
type leaves are prospective fit rows. The exact per-region operands,
increments, passed bounds, reconciled counts and bridged values are retained
in `reference_inventory.json`. On the June 2025 ERP basis, central type totals
are 549,923.187358, 556,879.098527 and 218,615.140900; the sensitivity totals
are 549,916.657264, 556,873.115175 and 218,627.654345. Both sum to
1,325,417.426784, subject only to the declared absolute 0.000001 check on
these printed decimals; the underlying calculations are exact fractions.

All 51 family rows remain parked and exempt until G8-r3b supplies the Census
family multiplicity classifier. Each row pairs its type-specific household
measure with a matching regional mask, including region 99. A household may
contain several nuclei, so these measures retain multiplicities. The prepared
region masks can evaluate now; `household.census_families_type_1`,
`household.census_families_type_2` and `household.census_families_type_3`
cannot evaluate until G8-r3b. Region-99 geography support comes from G8-m2
(#1393, main 4e31e42e).

**Dollar-level calibration design (numerator/denominator):**
- **Denominator (full-entitlement modelled $):** our own rules × calibrated population. Treasury DistributionExplorer CSVs (#5) are TAWA-modelled; AS values assigned by TAWA's take-up model; an independent comparison, not full entitlement, for AS; TAWA assumes full take-up for the WFF credits ([TAWA methodology](https://treasury.govt.nz/sites/default/files/2024-08/tawa-model-methodology.pdf), "Modelling take-up").
- **Numerator (actual $ paid):** MSD Annual Report expenditure schedule (#2) and AN24/01 fiscal totals (#10); IRD WfF expenditure (#4) for in-work credits.
