US targets label three dimension values two ways: re-pin the Chronicle feed with one label each #1343

Problem

The pinned US Chronicle feed (Chronicle 51aa40f, consumer_facts_us_51aa40f.jsonl, facts_sha256 965a29ac…) labels three dimension values two ways, so the compiled US targets carry two labels for one value id:

Dimension = value Labels in the feed (Chronicle package)
us:statutes/26/62#adjusted_gross_income = under_1 "No adjusted gross income" (Historic Table 2, its state AGI packages, Tables 1.1 and 1.4, Table 2.5 EITC by AGI and children); "No adjusted gross income and deficit" (soi-filing-season-week47-2024-eitc-total, the IRS column header)
us:statutes/26/62#adjusted_gross_income = all "All returns" (soi-historic-table-2, soi-table-1-1); "All returns, total" (soi-table-1-2, -1-4, -2-1, -4-3)
age = 85_plus "Age 85 and over" (census-pep-2024-national-age-sex); "Age 85 plus" (census-pep-2024-state-age-sex)

Chronicle's own build-bundle reports each as a conflicting_value_label_across_packages warning. The value ids and constraints are right in every package; only the wording differs. Anything that groups targets by dimension value, such as the calibration dashboard's target tree, shows one value under two names.

Decision

One wording per value:

  • under_1: "No adjusted gross income";
  • all: "All returns, total";
  • 85_plus: "Age 85 plus".

Fix

A label-only re-pin of the feed, as microcosm#940 did for the state AGI bands:

Chronicle main gets the week-47 change through chronicle#377. The full re-pin onto Chronicle main (#1030) is a separate change.
